Because other than the nucular explosion, it is just another day in LA. I guess Governer Swarzeneggar has been able to seriously strengthen the infrastructure such that the nuke hasn't disabled cell phone transmission, made traffic worse, or stopped CTU from being able to hack the Russian consulate's system!
