(Speaking of which, the Black law enforcement officer at the airport was allowed to live after being shot -- that's gotta be a 24 first.)
The muzzle flashes are another 24 first, I don't know that I ever remember seeing such effects. (Maybe because I'm usually looking at my screen.)

The cop in the parking garage that shot up the fleeing long-haired bad guy's car was the first generic law enforcement officer on the show to not be incompetent.
